The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.
It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.
When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.
Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

The Role:
As a Contract Officer (Bridges and Structures), you can make your own powerful contribution to Westminster’s success. You’ll play a key role in maintaining Westminster’s public realm and protecting the reputation of the City Council as custodian of one of the most recognisable highway networks in the world. Working within Highway Services, you will help manage a diverse and high-profile portfolio of bridges and structures – from Waterloo Bridge and the Golden Jubilee Footbridges to underpasses, statues, monuments, pedestrian subways, retaining walls and the Council’s extensive pipe subway network.
You’ll support the effective and efficient management of these vital assets, helping ensure their condition remains steady in line with statutory duties set out in the Highways Act and supported by the Code of Practice. Through your work, you will contribute to maintaining infrastructure that’s safe and accessible while balancing increasing traffic volumes, financial pressures and the evolving demands placed on the highway network.
A key part of your role will be supporting the delivery of programmes that protect the Council’s bridges and structures portfolio. You will also be involved in both strategic planning and hands-on initiatives, working closely with colleagues, contractors and partners to deliver projects that deliver long-term value.

About You:
You’ll bring solid experience in Construction or Civil Engineering asset management, with a good understanding of the Highways and Infrastructure sector and how it operates in a public sector setting. You’re comfortable managing contracts, monitoring performance and planning budgets, and you understand the importance of building stronger supplier and stakeholder relationships to keep services running smoothly.
You’ll feel confident working with technical information – reviewing specifications, feasibility concepts and engineering drawings, and checking completed work for quality and compliance. With a sound grasp of engineering principles, construction materials and health and safety standards, you’re able to contribute to practical solutions and explain technical options clearly to colleagues and partners who may not have the same technical background.
Managing projects, budgets and risk will be familiar territory. You know how to keep delivery on track, provide realistic projections of spend and spot opportunities for improvement or added value. You’re comfortable producing clear briefing notes, reports and responses to enquiries, balancing detail with clarity and working to deadlines without losing focus on quality.
You build relationships easily and enjoy working collaboratively with a wide range of people. You also listen to customer needs and respond in ways that align with Council objectives, while staying open to new ideas and approaches that help overcome challenges. Organised, proactive and willing to invest in your own development, you bring strong communication skills, sound judgement and good proficiency across Microsoft Word, Excel and PowerPoint to support your work.
