Head of Capital Programme PMO
Day rate: £600–£650 per day
Contract position: Initially 4 months (strong view to extend)
Hybrid – 2 days on site per week
An exciting opportunity has arisen for an experienced Head of Capital Programme PMO to lead the strategic and operational delivery of a multi-million-pound capital investment programme for a local authority.
Role Overview – Head of Capital Programme PMO:
- Develop and implement PMO structures and frameworks for capital projects.
- Oversee programme governance, risk management, and performance reporting.
- Lead resource allocation, project gateways, options appraisals, and business case development.
- Provide strategic oversight and assurance to senior stakeholders and committees.
- Drive continuous improvement and embed a resident-focused culture across delivery.
Candidate Profile:
- Proven experience leading PMOs for large-scale capital programmes, ideally in the public sector.
- Strong expertise in governance, assurance, and performance management frameworks.
- Skilled in stakeholder engagement and reporting to senior committees.
- Excellent leadership and ability to embed robust processes across complex programmes.
Qualifications:
- Professional qualification in project/programme management (APM, MSP, PRINCE2) or equivalent experience.
- Extensive experience in capital programme delivery and PMO leadership.
