Resourcing Manager (12 month FTC)

31ten Consulting
London

Due to an exciting period of expansion, we are looking for a collaborative and values-driven Resourcing Manager to join our internal operations team on a part-time basis. Currently, we anticipate this being ~15-30 hours per week, to be worked across 4 or 5 days per week (exact hours negotiable).

This is both a strategic as well as a hands-on role suitable for someone who enjoys working with people to facilitate and enable them to develop and deliver in a fast-paced, challenging professional services environment.

You will be responsible for working with our senior team to ensure our consulting workforce achieves their utilisation targets, working with individual team members to understand their capabilities and aspirations and matching these to the requirements of different consulting roles.

About us:

31ten is an agile, independent consultancy and certified B Corp. Trusted by our clients and partners, we’ve been named as one of the UK’s Leading Management Consultancies by the Financial Times every year since 2020.

We work in partnership with the public sector to make places better for the people that live, work, and learn in them.

Integrity, inclusivity, social and environmental awareness are at the heart of what we do, and we collaborate with our clients to deliver sustainable change, meaningful impact, and better outcomes.

Work-life balance is important to us – we recognise that everyone has interests and commitments outside of their work and so we strongly advocate for working in the way that’s best for you. Whether that’s part-time, condensed hours, from home or the London office, flexible working arrangements are actively supported.

31ten works across Local & Central Government, Housing & Development, Education, Health & Social Care and Blue Light Services.

About the role:

You will work closely with our People Manager to ensure we source, develop and retain the workforce we need to successfully deliver our ambitious growth ambitions. This will include you sourcing and managing our extensive network of associate consultants, helping us to balance demand for our in-house team with specialist resources we bring from the associate consultant market.

You will play a key role in reporting to our Senior Management Team on both utilisation as well as operational performance of our key market-facing groups.

We are interested in hearing from people who have previously held a resourcing role, ideally with experience in consulting environments.

What you can expect in this role...
  • Resource Management: You will build on our existing approach to resource management , which seeks to balance business needs with individual development goals. You will work closely with the senior team to build up a real-time picture of demand, and work collaboratively with job managers to define the requirements of roles and match these to available capacity .

  • Utilisation : You will work collaboratively with the senior team to establish the appropriate level of utilisation for each of the grades of consultants and feed into setting the business plan targets. You will further develop systems and processes to monitor and address where utilisation varies from established KPIs, and ensure that the impact of utilisation is considered in terms of financial impact on the business.

  • Associate Network Development: You will lead on cultivating and liaising with our network of associate consultants, including defining the different types of associate relationships we have and prioritising high-performing associates who are aligned to the brand. You will lead on establishing contractual relationships with associates and supporting job managers to ensure value is created from the relationships.

  • Demand Forecasting : You will play a key role in developing systems to forecast demand and to identify medium- and long-term workforce needs, which will feed appropriate people strategies.

  • Continuous Improvement : You will play a key role in supporting the organisation to continuously improve through representing resourcing within business operations, supporting the development and governance of effective delivery, including emerging AI, and developing the tools and systems at your disposal to support the wider market ambitions of the company.

About you:

A great ‘31tenner’ is ambitious, proactive and thinks outside the box, but above all else, is passionate about social impact and supporting the public sector.

We’re looking for someone who brings a blend of strategic thinking, operational grip and genuine interest in people development. The ideal candidate will be motivated by enabling others to succeed and confident working at pace in a growing, purpose-driven consultancy.

Experience & Knowledge

  • Proven experience in a resourcing, workforce planning or resource management role, ideally within a consulting or professional services environment

  • Experience balancing utilisation targets with individual development goals

  • Strong understanding of capacity planning, demand forecasting and workforce analytics

  • Experience working with associate or contractor networks, including commercial and contractual considerations

  • Familiarity with reporting to senior stakeholders on utilisation, performance and operational metrics

  • Understanding of financial drivers within a professional services model (e.g. revenue, margin, utilisation)

Skills & Capabilities

  • Highly organised, with the ability to manage competing priorities in a fast-paced environment

  • Strong analytical skills, able to interpret data and translate insights into action

  • Excellent relationship-building skills, with the confidence to influence senior leaders and challenge constructively where needed

  • Collaborative and solutions-focused, with the ability to broker conversations between business needs and individual aspirations

  • Commercially aware, with a clear understanding of the financial impact of resourcing decisions

  • Proactive and comfortable taking ownership of systems and process improvement

  • Digitally confident, with the ability to develop and enhance tools and systems (including emerging AI-enabled approaches) to support operational effectiveness

Personal Attributes

  • Values-driven, with a strong commitment to social impact and supporting the public sector

  • Ambitious and forward-thinking, with the ability to see opportunities for growth and improvement

  • Pragmatic and resilient, able to operate effectively in a period of change and expansion

  • Empathetic and people-centred, with a genuine interest in understanding individuals’ capabilities and aspirations

  • Comfortable working independently in a part-time capacity while maintaining strong visibility and impact across the business

This role would suit someone who enjoys sitting at the intersection of people, performance and commerciality - and who takes pride in creating clarity and alignment in a growing organisation.

We hire the person first, experience second, shaping the role around the individual. We recognise that every candidate's experiences and background will be different. We value a broad, diverse range of perspectives.

Benefits:

  • 25 days annual leave + bank holidays

  • Flexi bank holidays - the option to substitute religious holidays for a date that is meaningful to you

  • The option to purchase up to 5 additional annual leave days (per year)

  • Private healthcare package with BUPA and the ability to add family members

  • Matched pension up to 6% of gross salary

  • Enhanced maternity and shared parental leave

  • Annual performance-based bonus (discretionary)

  • Work-life balance – we recognise that everyone has interests and commitments outside of their work and so we strongly advocate for working in the way that’s best for you. Whether that’s part-time, condensed hours, from home or the office, flexible working arrangements are actively supported

  • A friendly and supportive working environment with regular opportunities for collaboration, team socials and modern offices with excellent facilities for staff in a central location

  • Annual team away day and Christmas party

  • Opportunities to get involved in our social value programme of volunteering and pro-bono support to causes that align with our mission

  • Continuous opportunities for career development and training, including support to pursue professional qualifications (that align to our work)

  • Unlimited access to our online learning platform, You Can Now

  • Salary sacrifice cycle-to-work, tech at home and electric vehicle scheme

  • Access to our Payroll Giving scheme, enabling tax‑efficient donations to charities of your choice
