About Us:

THE EXTRAORDINARY STORY OF GRACE’S PASSION AND DEDICATION

The Environment & Communities Directorate in Westminster City Council is a world of extraordinary stories. Where dedicated people like Grace are using their skills and passion to progress environmental action in the heart of London.

It was at university where Grace first started campaigning for improved recycling facilities, water refill stations, and other eco-friendly initiatives. When she saw the real difference people could make when they came together, she knew she wanted to dedicate her career to community action for the planet.

When she joined us as Principal Engagement Officer, Climate Emergency, she quickly established herself as a passionate advocate for community outreach, engaging various stakeholders across Westminster in the social causes, impacts and solutions to climate change, air pollution, and biodiversity loss.

Grace became a driving force behind our first Citizens’ Climate Assembly, which took place across two weekends in the summer of 2023. Fifty residents were chosen at random from across our diverse communities to come together, learn about the climate emergency, and deliberate how we overcome the barriers to becoming a net zero city by 2040. The assembly produced several recommendations which have informed the evolution of our Climate Emergency Action Plan. Due to the success of this initiative, we’re holding more assemblies to continue community involvement in local decision-making.

The Role:

As Project Officer (Recycling and Waste Services), you too can make a powerful contribution. Our work is high-profile and vital to enhancing the reputation of the City Council. You’ll support the successful management of multiple contracted services and interconnected operational projects. Environmental Protection Act 1990, UK Waste Regulations and other related legislation will underpin your work. The goal: helping ensure waste and recycling collections are delivered safely, consistently, and effectively for residents. You’ll report to either the Waste & Recycling Manager (Operations), working closely together to support the delivery of high‑quality recycling and waste services, or the Waste & Recycling Manager (Household), collaborating to ensure our household waste and recycling services run smoothly for residents.

You will monitor, audit and report on the quality of work carried out by our Recycling and Waste Services Contract providers - through research, evaluation, data analysis, performance monitoring and risk management. You’ll also take on project work to support new operational or household focused initiatives, service developments and improvements. You’ll apply project management methodologies throughout delivery - establishing plans, governance, dependencies and performance reporting.

You’ll carry out site visits, inspections and meetings to investigate and resolve issues and complaints, as necessary. This means working closely with managing agents, housing providers, porters and concierges. And more broadly, you’ll produce reports for, and work across, government departments and local authorities on projects, proposals and operational initiatives.

We encourage a positive, proactive attitude to recycling and waste management throughout the borough and across our communities. To help us achieve this, you’ll collaborate with schools, estates and businesses, as well as attend community events and festivals to engage directly with residents. You’ll also provide excellent customer service by responding quickly and professionally to household enquiries.

You’ll be joining a small, supportive team with big responsibilities in the centre of London. Our work is a top priority for residents and expectations are high. There is scope to shape this role and develop your career.

Please refer to the for more information.

About You:

To be a success, you’ll have experience in supporting or managing projects and programmes within the Public Sector, with a strong record of delivery. You’ll be familiar with recycling and waste management setting. The industry interests you, and you keep on top of legislation such as the Resources and Waste Strategy (2018) and Simpler Recycling statutory guidance.

You’ll also bring expertise in moderate supplier/contract monitoring. Plus, you’ve managed and maintained a variety of documents to support project delivery and community focused or business objectives.

You’re comfortable working in a fast-paced environment, balancing multiple demands and achieving priorities. You’re a natural collaborator with internal and external stakeholders and residents alike.

When challenges arise, you’re diplomatic, thoughtful and solution focused. Crucially, you’re passionate about delivering an effective service for our residents.
