Role and Context
Overall Role Purpose:
The Youth Justice & Targeted Prevention Service (YJTPS) is the statutory Youth Justice Service arising from section 39 of the Crime and Disorder Act 1998, which is the local Youth Justice Partnership to prevent offending and re-offending by children and young people and promote their well-being. The Partnership includes Police, Probation, Health, Children�s Social Care, but led by the Local Authority. This Job Description is a guide to the level and range of responsibilities the post holder will be expected to undertake initially. It is neither exhaustive nor inclusive and is subject to be adjusted from time to time to meet the changing needs of children and young people.
To manage assessment and case management services by using the Asset Plus (Youth Justice Board official case management framework) to supervise children and young people referred to the YJTPS by Court and Police.; This involves taking responsibility for managing complex cases ranging from Out of Court Disposals to custody and quality assurance of cases against Youth Justice National Standards.
To provide a strategic lead on particular areas of specialism within the Youth Justice profession and to support the development of best practices including policies and procedures.
To promote and ensure the delivery of Effective Practice.
The specific areas of lead responsibility will include a combination of the following possible options (listed alphabetically, subject to change and not exhaustive): Appropriate Adults; Consultation; Court; Education, Training & Employment;); Intensive Supervision and Surveillance (ISS); Interventions, Mental Health; Parenting; Prevention; Rapid English; Referral Order Panels & Volunteers; Remand; Reparation; Resettlement; Substance Misuse and Triage; Probation & Transitions.
Role Context:
Fundamental to fulfilling the responsibilities of this post is the ability to respond flexibly, positively and successfully to the ever-changing pressures which agencies working in the area of Youth Justice System. This Job Description is a guide to the level and range of responsibilities the post holder will be expected to undertake. It is neither exhaustive nor inclusive and will be changed from time to time to meet changing circumstances and demands.
The post has a primary focus on practice, quality assurance and staff development. It will be approximately 25% practice and 75% managing, developing, training, coaching, advising and supporting staff and Youth Justice partner agencies on case management. The post holder is part of the Youth Justice and Targeted Prevention Management Team.; who will also supervise children and young people when there is a sudden increase of cases.
knowledge & Experience
Statutory or Mandatory qualifications:
A professional qualification or equivalent in the field of Social Work, the Probation Service, the Police Service, Health, Education, Youth Work or other related field.
Knowledge / Experience Field Title
e.g. Project Management
Substantial post qualifying experience in a field related to Youth Justice / Integrated Youth Support, where you were involved directly in the provision of services to young people or offenders.
Previous experience of training, coaching, mentoring, practice teaching or supervising permanent staff or sessional workers, students or volunteers is desirable.
Experience of inter-agency work.
Knowledge / Experience Field as required
A good knowledge of Youth Justice and Child Care initiatives.
A well-developed working knowledge and understanding of the Crime and Disorder Act 1998. The Children Act 1989 and 2004. Legal Aid, Sentencing and Punishment of Offender Act 2012. The Data Protection Act, GDPR and other relevant legislative frameworks, guidance and developments.
Knowledge of the causes of crime and effective interventions to reduce offending behaviour, youth crime and anti-social behaviour.
An understanding of the roles and responsibilities of Youth Justice Partnership and other partner agencies.
An understanding of Safeguarding and Public Protection issues.
A well-developed understanding of the research into effective practice with young people, particularly in the area of Youth Justice.
Proven experience of auditing post and out of court cases in line with the current HMIP standards in inspection framework (2018).
