Senior Portfolio Manager

Why this role exists now
Allwyn Lottery Solutions has entered a new phase of scale and complexity. We are operating across 35+ delivery teams, multiple concurrent deployments and a technology stack spanning iLottery, Host and Data platforms. As our footprint grows across jurisdictions and product lines, the level of interdependency, capacity pressure and executive scrutiny has increased significantly. Historically, governance and reporting have focused on visibility and coordination. As we scale, this is no longer sufficient. Informal alignment and narrative-based reporting do not provide the level of commitment integrity, sequencing discipline or capacity control required to deliver predictably at enterprise scale.
This role exists to:
- Protect commitment credibility across concurrent deployments.
- Ensure demand is capacity-backed before commitments are made.
- Engineer cross-portfolio sequencing rather than react to conflict.
- Provide a single, trusted view of delivery confidence to executive leadership.
- Strengthen decision-making through structured trade-offs and scenario modelling.
As complexity accelerates, disciplined portfolio governance becomes a prerequisite for predictable delivery. This role ensures ALS can scale without eroding delivery confidence.

You will sit at the centre of a complex, multi-deployment technology organisation, ensuring that commitments are capacity-backed, dependencies are engineered and visible, and executive leadership has a single, reliable view of delivery confidence.
What makes this role compelling is its breadth and strategic impact. You will work closely with senior stakeholders, Heads of Delivery, Product and Engineering leaders, HR, and executive forums across a diverse portfolio spanning next-generation iLottery platforms, central host systems, data solutions and gaming initiatives. Your insight and judgement will directly inform trade-offs and investment decisions at the highest level.
This is a fast-paced, highly visible environment operating across jurisdictions and product lines. As ALS scales beyond 30 delivery teams and multiple concurrent deployments, informal coordination no longer suffices. You will introduce disciplined, data-backed portfolio governance that enables predictable scaling without slowing execution.

Key Accountabilities and Duties
Enterprise Portfolio Sequencing & Commitment Integrity
- Own the integrated master portfolio view across all major initiatives (iLottery, CLS, iGaming, Technical Transformations and future strategic programmes).
- Define and enforce clear distinctions between shaping, intent, discovery and committed delivery.
- Validate that all commitments are capacity-backed before executive approval.
- Surface explicit trade-offs where demand exceeds available capacity.
- Protect executive confidence in milestone integrity and delivery predictability.
- Reduce volatility and reactive re-planning across the portfolio.
Demand Governance & Front Door Control
- Own the structured intake and validation of all new portfolio demand.
- Ensure initiatives are clearly defined and appropriately sized before entering discovery or delivery.
- Validate cross-portfolio impact before commitments are formalised.
- Prevent shadow commitments entering execution without governance visibility.
- Provide structured trade-off scenarios when new demand displaces existing priorities.
- Ensure demand governance protects delivery credibility while enabling innovation.
Capacity Governance & Resource Envelope Management
- Own portfolio-level capacity validation across all delivery verticals (Gaming, Product, Customer).
- Establish and maintain clear capacity envelopes and saturation thresholds.
- Translate roadmap ambition into realistic, risk-aware delivery capacity.
- Identify structural overload early and support informed hiring or sequencing decisions.
- Ensure contingency is transparent and not hidden within estimates.
- Support scenario modelling to enable robust executive decision-making.
Cross-Deployment Dependency Engineering
- Maintain integrated dependency mapping across a shared, multi-product technology stack.
- Identify cascading risks across concurrent deployments and product layers.
- Ensure integrated milestone confidence across programmes.
- Provide a single, authoritative view of portfolio-level RAID themes.
- Reduce systemic friction caused by unmanaged cross-team and cross-product dependencies.
Executive Governance & Portfolio Reporting
- Own the structure, integrity and evolution of executive and SteerCo reporting packs.
- Ensure reporting reflects portfolio-level risk, capacity and trade-off reality rather than isolated narratives.
- Standardise milestone confidence and risk classification across verticals.
- Provide actionable insight and recommendations to leadership forums.
- Ensure executive conversations focus on decisions, not data reconciliation.
Portfolio Function Leadership
- Line manage and develop the Portfolio Analyst.
- Define portfolio reporting standards, analytical priorities and tooling discipline.
- Ensure data integrity and signal clarity across portfolio systems.
- Continually evolve portfolio maturity in line with organisational growth and complexity.
- Build a pragmatic, disciplined portfolio capability that balances control with delivery velocity.
What Good Looks Like in the First 90 Days
Within the first 90 days:
- A single, integrated and trusted portfolio view is in place across all major initiatives.
- Engineering, Product and Delivery are aligned on a single, realistic view of capacity, and it is being used to sequence commitments.
- All new demand is being entered through a structured Front Door, with no material shadow commitments.
- Cross-deployment dependencies are clearly visible and openly shared.
- A new portfolio toolset is implemented and actively used across ALS.
- Leadership has confidence in what we’ve committed to and when.
The objective in the first 90 days is to establish control, signal clarity and executive confidence at scale.
Requirements
Minimum Experience & Qualifications
- Proven experience leading enterprise portfolio governance in complex, technology-driven organisations, ideally at scale (30+ teams).
- Strong understanding of portfolio management methodologies and capacity modelling within Agile and hybrid environments.
- Demonstrated experience managing demand control, commitment validation and cross-programme sequencing.
- Experience operating within regulated or high-accountability environments.
- Proven capability supporting executive governance forums and shaping strategic trade-offs.
- Experience working across Product, Engineering, Delivery and HR to align governance and resourcing models.
- Experience in the gaming, lottery or similarly regulated sectors is advantageous.
- Relevant certifications (e.g. MoP, MSP, SAFe LPM, PMP) are desirable.

- Maintain a results-oriented mindset, ensuring portfolio control strengthens delivery outcomes rather than constraining them.
