Strategy and Communications sits at the centre of the organisation, bringing together several teams with organisation-wide remits and mutual collaboration opportunities. The work of the directorate’s teams includes delivery of major events, designing and leading public affairs or marketing campaigns, providing data, evidence and analysis, leading cross-organisational programmes, to making sure we plan for and can respond to emerging events or emergencies in our city.

About the team

London Resilience Unit supports the work of London's key agencies in assessing risks, working to reduce the likelihood or impact of those risks and, where risk can't be eliminated, preparing arrangements to respond, recover and learn from emergencies.

About the role

In this exciting and impactful role, you’ll work at the heart of London’s resilience efforts, collaborating with key stakeholders across the London Resilience Partnership (involving over 170 organisations), to ensure the city is ready to respond to and recover from emerging risks.

You’ll play a key role in localising national risks and planning assumptions to shape multi-agency emergency plans that reflect London’s unique risk landscape. You will be involved in designing and supporting exercises to test those plans and London’s preparedness as well as capturing lessons from exercises and real incidents, working with partners to embed meaningful change. Your work will also contribute to governance and assurance processes, helping to maintain confidence that London is ready to respond effectively to any emergency.

You will also be part of the London Resilience Unit’s on-call team, supporting multi-agency strategic coordination in response to incidents in London. This will involve working unsociable hours from time to time and qualifies for an on-call allowance payment.

What your day will look like

In this role, you will:

  • Lead on the development and maintenance of multi-agency plans, policies and procedures.
  • Take a proactive role in ensuring continued improvement of resilience services, working closely with the London Resilience Manager on specific policy issues.
  • Deliver work on specific policy areas which may include multi-agency risk assessment, training, exercising, learning and improvement, and assurance of emergency response capabilities.
  • Develop and prepare reports for multi-agency audiences, based on research, consultation and analysis.
  • Support and chair multi-agency meetings and teleconferences as required within your specific work areas.
  • Build strong and effective working relationships with internal and external stakeholders at all levels of seniority.
  • Promote the work of the Partnership through the London Resilience Unit and provide resilience expertise, advice and support to the London Resilience Partnership and wider stakeholders.
  • Respond to emergencies as part of the London Resilience Unit’s response function (operational 24 hours a day, 365 days a year), in support of the London Resilience Partnership’s, and London local authorities’ strategic coordination arrangements.

Skills, knowledge and experience

To be considered for the role you must meet the following essential criteria:

  • Proven experience of planning and delivering projects, and co-ordinating the work of a range of stakeholders, ideally within resilience, emergency planning or other relevant policy area.
  • An understanding of multi-agency working and the role of local and central government, the emergency services, health, voluntary and community, transport, and utility sectors.
  • Experience of working across organisational boundaries, ideally with an understanding of London’s resilience governance and risk landscape.
  • Demonstrated ability to research, analyse and synthesise information from multiple sources, and convey this in a range of formats suitable for a variety of audiences.
  • Excellent interpersonal skills, and the ability to build strong working relationships with multi-agency partners at all levels.

Benefits

GLA staff are hybrid working up to 3 days a week in our offices and remotely depending on their role. As part of this, you will need to split your time between home working and coming into the office.

In addition to a good salary package, you will be paid every four weeks, providing frequent salary payments. We also offer an attractive range of benefits including 30 days’ annual leave, interest free season ticket loan, interest free bicycle loan and a career average pension scheme.
