Purpose of the Role
As part of the King’s Cross Estate Service Team, you will act as ambassadors for King’s Cross, bringing our team values to life daily (Love King’s Cross, In it Together, Protect the Planet, Truth and Honest and Keep it Real). You will contribute to maintaining a welcoming, safe, and high-quality environment that reflects the estate’s commitment to excellence. The Health & Safety & Permit Manager will lead and support the development of a world-class safety culture across the King’s Cross Estate. The role provides expert advice on health and safety and permit management, ensuring all activities are carried out safely, compliantly, and with minimal disruption to residents, businesses, visitors, and ongoing developments.
The postholder will oversee the effective management, coordination, and control of all permits across the estate, ensure compliance with legislation and best practice, and support continuous improvement in health, safety, and well-being performance.
Key Responsibilities
Leadership & Culture
· Act as an ambassador for King’s Cross and for health and safety, promoting exemplary standards and behaviours at all times.
· Promote a positive safety culture, driving measurable behavioural, cultural, and procedural improvements aligned with management KPIs.
· Proactively engage with the General Manager, Operations Director, all Heads of department at KX and other managers to ensure alignment with duty holder responsibilities.
· Empower managers and teams to confidently fulfil health and safety duties and make informed safety-related decisions.
· Promote health and wellbeing initiatives, escalating concerns appropriately and signposting to relevant support.
Health & Safety Management
· Support the implementation and ongoing development of health and safety policies, procedures, and systems in line with legal and best-practice requirements.
· Provide expert advice to leadership, managers, and staff on health, safety, fire, and environmental responsibilities.
· Own and manage the King’s Cross Health & Safety Objectives Plan, including monitoring, rectification, and reporting.
· Lead investigations into accidents, incidents, and near misses, ensuring lessons learned are captured, shared, and recorded in line with KPIs.
· Produce high-level reports on health and safety performance for board-level review.
· Analyse health and safety data (compliance, incidents, near misses) and provide written summaries for cyclical reporting.
Permit & Compliance Management
· Manage the end-to-end permit process for all estate activities, including construction, maintenance, utilities, events, filming, and contractor works.
· Review, approve, reject, or escalate permit applications in accordance with estate rules, health and safety standards, and statutory requirements.
· Review RAMS, traffic management plans, logistics plans, and complex method statements as part of the permit process.
· Liaise with local authorities, utilities, emergency services, and transport bodies where works impact highways or public areas.
· Maintain accurate permit records, audit trails, and compliance reports.
· Support new starters and teams with relevant permit training.
Audits, Inspections & Systems
· Carry out and arrange inspections and audits of landlord areas and tenant demises, tracking actions to close non-conformances.
· Manage health and safety and compliance systems, including Datastation, SEMs, Records for Buildings logbooks, engineering insurance, and ISO management systems.
· Ensure systems and processes align with best practice and relevant legislation, including CDM Regulations and the Health & Safety at Work Act.
· Support and maintain ISO accreditation (ISO 9001, ISO 14001, ISO 45001).
Training, Engagement & Collaboration
· Lead health and safety training strategies for King’s Cross and support the uptake of Savills’ mandatory and supplementary training.
· Work closely with the events team, service partners, contractors, security, and safety operations to ensure safe and compliant delivery of works and events.
· Support forward planning through permit schedules and look-ahead programmes to minimise impact on the estate.
· Coach teams in the application of operational and health and safety best practice.
· Assist the Head of Property Operations and General Manager in leading periodic Health & Safety Committee meetings.
· Work collaboratively with Savills Safety+ Team to develop and implement health and safety initiatives.
Skills, Knowledge and Experience
Person Specification
· High-energy professional with the ability to influence at all levels and build strong internal and external relationships.
· Flexible team player with excellent interpersonal and people-management skills and the ability to establish credibility quickly.
· Strong organisational, written, and verbal communication skills, including report writing and senior-level presentations.
· Analytical mindset with the ability to interpret legislation and challenge unsafe practices.
· Calm and effective under pressure, able to respond to complex enquiries and complaints.
Qualifications & Experience
· NEBOSH or equivalent.
· Extensive knowledge of UK health and safety, fire, environmental legislation, and permit-to-work systems.
· Proven operational health and safety experience in complex environments (large estates, construction, infrastructure, or public realm).
· Experience leading investigations into incidents and near misses, including implementation of lessons learned.
· Ability to engage confidently with stakeholders, including at board level.
· Knowledge of security and safety procedures, including Protect Duty.
· Proactive, solutions-focused, and able to work on own initiative.
Desirable
· Experience working on mixed-use or urban regeneration estates.
· Event-related safety management experience
· Expertise in one or more of the following: CDM, fire safety, training, quality/audit, OHSAS/ISO implementation.
· Knowledge of events, filming, or public realm operations.
· Experience using digital permit or estate management systems.
· Ability to design and develop service delivery aligned with strategic business objectives.
· Internal QMS Auditor qualification.
Working Hours - Full Time
Salary - £50-60k
