Pest control might not sound like the most glamorous job, but to Keith it’s the best job in the world. As our Senior Pest Control Technician, it’s his task to see that Westminster is kept free of the sort of pests which can cause worry, fear, discomfort and – in the worst cases – illness. He and his dedicated team work tirelessly across the entire borough, from restaurants and cafés to parks and gardens, and from shops and offices to houses and flats.

Keith started his career in research and development for the private sector, before becoming a field biologist and then joining us here in Westminster. To begin with he was on a two year contract but when this was about to end he was asked to stay, and he’s been here ever since, working his way up the career ladder, and is now leading his team.

No two days are the same for him and the team, but the best ones are when they’re called out to help a family who are suffering from an infestation of – for example – mice, and this is not only making their lives a misery, but is creating unhealthy living conditions. But once the team have finished their work all of a sudden the family’s lives are transformed, they feel safer living in their own home, and can sleep peacefully at night without the worry, discomfort and noise of tiny little feet scurrying around.

The Role:

As a Surveyor in our Home Improvement Agency, you can make your own powerful contribution to helping residents live independently, safely, and comfortably in their own homes. You’ll be at the heart of delivering adaptations and home improvements that transform lives – from installing level-access showers and stairlifts to tackling damp, disrepair, and other hazards that impact wellbeing.

You’ll oversee and deliver a varied caseload of property assessments, working closely with residents, Occupational Therapists, and contractors to design practical, high-quality solutions that meet individual needs. Whether you’re managing complex disability adaptations, coordinating pre- and post-work inspections, or ensuring works meet the legislation including the Housing Grants Construction and Regeneration Act 1996 and the Building Safety Act 2022, you’ll ensure every project runs smoothly, on time, and to budget.

You’ll manage contractors to deliver works to the highest standards, maintaining robust quality assurance systems, resolving any service issues promptly, and ensuring projects are completed on time and within budget. Health and Safety is central to everything you do – you’ll ensure all works comply with Council policies, legislation, and best practice, and provide guidance to colleagues to uphold safe working standards.

You will work collaboratively with colleagues including apprentices, Case workers and partner agencies. You’ll help develop the professional team, with colleagues, including sharing your knowledge and skills by coaching staff, and developing their technical expertise. You’ll also take the lead in addressing and resolving complaints and addressing defects quickly and effectively, ensuring that issues are fully resolved and documented.

Collaboration is key. You’ll work closely with colleagues across the Home Improvement Agency and with partner organisations to deliver a joined-up, resident-focused service. And while doing that, you’ll manage contracts in line with the Council’s Procurement Service and lead service development initiatives and projects to improve processes, efficiency, and customer outcomes.

This is a hands-on role where your technical expertise, problem-solving skills, and eye for detail will make a tangible difference. From managing delivery of services and ensuring compliance to supporting continuous service improvement, you’ll play a vital role in delivering lasting change – one home at a time.

About You:

You have experience delivering disability adaptations, home improvements, and repairs in residential buildings, including specialist works such as wheelchair lifts, ramps, level access showers, and ceiling track hoists. Success in this role will call for experience in assessing and addressing disrepair in line with the Housing Health and Safety Rating System (HHSRS), as will use of your skills applying legislation such as the Housing Grants Construction and Regeneration Act 1996, Building Safety Act 2022, Building Regulations 2010, and relevant Health and Safety legislation, including CDM 2015 and Control of Asbestos Regulations 2012.

Your experience in managing supplier relationships and your ability to analyse financial and performance information to identify opportunities for improvement, are what will allow you to thrive here. You’ll also need to have demonstrated personal leadership in managing complex caseloads and leading change initiatives, including service development, innovation, and achieving key performance indicators.

Your professional experience includes designing and planning major adaptation including creating and using plans, investigating and resolving complaints, risk assessment, and delivering adaptations and home improvements in homes where space is limited. You will also be confident working independently, including lone working, and be resilient, adaptable, and able to travel across Westminster when required.

Your advanced communication and stakeholder engagement skills enable you to influence, engage, and collaborate effectively across teams, departments, and partner organisations. You are customer-focused, empathetic, and able to understand the needs of vulnerable residents, ensuring services are delivered safely, inclusively, and to a high standard. Skilled in IT, including Microsoft Office, databases, and interpreting scale drawings, you demonstrate personal leadership in promoting equality, diversity, and inclusion throughout your work.
