Technical Services Manager

Location: City of London / Blue-chip building

Reports To: Account Director / Operations Director

Summary

The Technical Services Manager is responsible for the leadership, performance, compliance, and continuous improvement of engineering services across the contract. The role provides technical governance and strategic direction to operational teams, ensuring all building services are maintained safely, efficiently, and in line with statutory, client, and BGIS requirements.

The successful candidate will be the technical subject matter expert for the account, driving engineering excellence, asset reliability, compliance, mobilisation activities, and technical innovation whilst supporting operational delivery and client relationships.

Key Responsibilities Technical Leadership

• Provide technical leadership across the building, ensuring delivery of all hard services in accordance with contractual obligations and statutory requirements.
• Act as the primary technical advisor to operational teams, clients, and senior stakeholders.
• Develop and implement engineering strategies to improve asset performance, reliability, and building resilience.
• Drive best practice, innovation, sustainability initiatives, and continuous improvement across all sites.

Compliance & Governance

• Ensure full compliance with all statutory regulations, industry standards, and BGIS policies.
• Maintain oversight of electrical, mechanical, and building systems compliance activities.
• Support and audit Safe Systems of Work (SSOW), Permit to Work processes, and engineering procedures.
• Monitor critical environment compliance and business continuity arrangements.
• Review and manage risk registers, engineering audits, and remedial action plans.

Operational Support

• Support Account Managers and Engineering Managers in delivering service excellence across all locations.
• Provide technical guidance during major incidents, critical failures, and root cause investigations.
• Review engineering performance data and ensure corrective actions are implemented where required.
• Ensure adequate staffing, competency levels, and succession planning are maintained.

Mobilisation & Projects

• Lead technical mobilisation activities for new contracts and service expansions.
• Support project delivery teams on engineering upgrades, asset replacement programmes, and energy initiatives.
• Review technical specifications, surveys, and condition reports.
• Assist with bid submissions and technical solutions for new business opportunities.

Client & Stakeholder Management

• Build and maintain strong relationships with clients and key stakeholders.
• Attend client meetings and present technical performance, compliance updates, and improvement initiatives.
• Provide expert advice regarding asset lifecycle management and engineering strategy.
• Support client retention through outstanding technical service delivery.

Team Development

• Coach, mentor, and develop engineering teams across the portfolio.
• Deliver technical training and support professional development initiatives.
• Promote a culture of safety, accountability, and continuous improvement.
• Support recruitment, onboarding, and competency assessments of engineering personnel.

Knowledge, Skills & Experience Essential

• Significant experience in a Technical Services Manager, Senior Engineering Manager, Contract Manager, or similar leadership role within Facilities Management.
• Strong technical background in Mechanical or Electrical Building Services Engineering.
• Comprehensive understanding of critical building services infrastructure.
• Excellent knowledge of statutory compliance, health and safety legislation, and engineering governance.
• Proven experience managing engineering teams across multiple sites or contracts.
• Strong stakeholder management and client-facing experience.
• Ability to analyse technical data and develop practical engineering solutions.
• Excellent organisational, communication, and leadership skills.
• Proficient in CAFM systems and engineering reporting tools.

Desirable

• HNC/HND, Degree, or equivalent qualification in Mechanical or Electrical Engineering.
• Authorised Person (AP) qualifications in relevant disciplines.
• IOSH Managing Safely or NEBOSH qualification.
• Membership of a recognised professional body (IET, CIBSE, IMechE, etc.).
• Experience working within critical environments, corporate real estate, or large-scale FM portfolios.
