Head of Talent and Development

Liberty Recruitment Group are delighted to be working with a progressive and purpose–led organisation in the search for an experienced Head of Talent & Development to join their senior People leadership team.

Our client is looking for a senior People professional with a strong background in learning, talent and organisational development to lead a high–impact function focused on building capability for the future. This is a key leadership role responsible for shaping how the organisation attracts, develops and grows its people, ensuring there is a strong and inclusive pipeline of talent aligned to long–term business priorities.

The Head of Talent & Development is a pivotal senior leadership role focused on developing workforce capability, strengthening internal talent pipelines and embedding a culture of continuous learning across the organisation. You will lead the design and delivery of organisation–wide learning, talent and development strategies that ensure people have the skills, opportunities and support to thrive now and in the future.

As Head of Talent & Development you will work closely with the Director of People and senior stakeholders, you will translate business needs into impactful development solutions, driving performance through learning, progression and inclusive opportunity. This Head of Talent & Development role plays a central part in building a future–ready workforce and ensuring development is accessible, consistent and aligned to organisational goals.

The role offers a salary of GBP90,000 GBP130,000 depending on experience and location, with predominantly home–based working and a contractual base in London, Norwich or Manchester . Office attendance is flexible and business–led.

What you ll do:

• Lead the organisation s Talent & Development strategy, including learning, talent, EDI and academy functions
• Design and embed capability frameworks across leadership, technical and professional development
• Build and deliver talent strategies including succession planning, internal mobility and career pathways
• Drive a skills–based approach to workforce development and future capability planning
• Lead and build early careers programmes including apprenticeships, graduate schemes and professional pathways
• Ensure inclusive learning practices are embedded across all development activity
• Develop strong external partnerships with learning providers and industry bodies
• Oversee the design and delivery of learning solutions, ensuring quality, consistency and value for money
• Use data and insight to measure impact and continuously improve learning and talent interventions
• Lead, develop and inspire a high–performing team across Talent & Development disciplines
• Manage budgets and ensure effective governance across all learning and development activity
• Contribute to executive–level discussions on workforce capability and organisational development priorities

The ideal candidate will have:

• Proven experience leading a Talent, Learning or Organisational Development function
• Strong track record of designing and delivering capability and development strategies
• Experience building talent pipelines, succession planning frameworks and internal mobility strategies
• Strong understanding of EDI and inclusive development practices
• Experience leading early careers or professional development programmes
• Ability to influence and engage senior stakeholders at executive level
• Strong analytical skills with experience using data to shape decisions and measure impact
• Experience managing external learning providers and strategic partnerships
• CIPD Chartered Member (Chartered Fellow desirable)
