Job Purpose:
To support, develop and provide focus for team members so that they meet performance expectations, enabling the Vetting Unit SLAs to be met consistently. Strive to improve the service offered to clients and vetting applicants by monitoring and reviewing vetting processes and ensuring the ISO:9001 Quality Management System reflects that continuous professional development.
Main Responsibilities:
- Support the Head of Vetting to ensure that vetting services are delivered on time and in accordance with the Vetting Code of Practice and Approved Professional Practice (APP), applying all relevant statutory and policy requirements.
- Supervise a vetting regime which is proportionate and effective in assessing and addressing any potential threat, risk or harm presented by individuals who may cause harm to the Police Service, ensuing service level agreements are met.
- Co-ordinate evidence based threat, risk and harm decisions on vetting applications, on the delegated authority of the Chief Constable, in accordance with the National Decision Model, ensuring that appropriate standards are applied and that decisions are proportionate and auditable. This is to include review and, where appropriate, withdrawal of clearance.
- Identify any emerging threat, risk or harm and support the Head of Vetting to develop and implement risk management strategies to minimise identified risks.
- Assist in the development and management of the Police National Vetting Service.
- Manage and prioritise work allocation to ensure peaks in demand are addressed.
- Ensure that effective quality control and audit procedures are in place in order to maintain a high and consistent standard of vetting.
- Gather necessary data to accurately assess team and team member performance.
- Monitor and review team member’s health & wellbeing, making interventions as necessary and proportionate.
- Monitor and review the performance of team members – documenting interventions as appropriate.
- Where stakeholders’ performance is affecting the team’s ability to meet demand (e.g. UKSV) – directly resolve the matter with the stakeholder in an appropriate manner
- Develop and maintain relationships and partnerships with other forces and external agencies in order to ensure best practice is maintained and developed within vetting.
- Ensure new joiners and existing staff have the right level of training or refresher training to enable them to reach and maintain peak performance as soon as reasonably practicable.
- Take steps to ensure the arrival of new joiners is effectively planned, that they are welcomed into the team and support them throughout their probationary period.
- Represent the Vetting Unit at vetting Appeal Panels, presenting vetting files to chief officers for decision, in the absence of the Force Vetting Manager.
- Manage the development and performance of new starters throughout their probationary period and make appropriate recommendations to the Head of PNVS regarding appointment.
- Ensure all operational processes are meeting or improving the ISO:9001 standards.
- Identify and implement ‘Service Recovery’ strategies where there has been a failure to reach Service Level Agreements or to respond to other reasonable expectations of clients
- Take all reasonable steps to eliminate data breaches.
- Deputise for the Head of PNVS as necessary.
- Undertake other tasks commensurate with the role.

Person Specification:
Knowledge:
- Educated to A Level (Level 3) and substantial experience in vetting
- Supervisory qualification
- Substantial knowledge of vetting processes and relevant Legislation & Guidance (e.g. Data Protection Act, Rehabilitation of
- Offenders Act, College of Policing Vetting Code of Practice and the College of Policing and Authorised Professional Practice (APP)
Experience:
- Significant experience of the role of the Vetting Case Office
- Supervising people within a customer focused team
- Implementing successful Performance Management processes
- Experience of assessing and managing risk
- Experience of Research methods, investigative interviewing, validating and corroborating complex information and the ability to make effective decisions and act on own judgement
- Experience of presenting accurate, comprehensive documentation demonstrating attention to detail
- Experience of managing high workloads and working to strict deadlines
Key Skills:
- Excellent communication skills (verbal, aural and written)
- Ability to develop and maintain working relationships both internal and external to the organisation
- Negotiating and influencing skills
- Ability to analyse, assimilate and record complex information interpret and apply relevant Legislation/Policy and make informed recommendations and decisions
- Excellent IT skills, including a working knowledge of CoreVet and Microsoft Office products (Word, Excel and Outlook)
