Principal Engineer (Systems Safety)

Context

We are seeking a Principal System Safety Engineer to lead and drive successful delivery of system safety, Interoperability compliance, regulatory compliance, and system-level assurance activities for Old Oak Common Station.

This role will be central to ensuring that the station’s design, construction, integration, commissioning, and entry into service comply with the Common Safety Method for Risk Evaluation and Assessment (CSM-RA), the Railways (Interoperability) Regulations and demonstration of Technical Compatibility between Vehicles and Infrastructure.

The System Safety Team implement the System Safety processes; working with multiple stakeholders to manage the Hazard Record, collate evidence of compliance to the Safety Requirements (including to facilitate partial operational system states), support safety assessments of Change, deliver progressive assurance reporting of system safety on behalf of subcontractors, undertake safety reviews, support and undertake HazID/HazOp, and other System safety associated processes, activities and documentation.

The successful candidate will provide strategic leadership and delivery on system safety and interoperability across a multi-disciplinary multi-contractor and phased delivery programme environment, working closely with engineering, operations, clients and delivery partners, assessors, and regulatory stakeholders.

Missions/Main Duties

  • Work with HS2 and Network Rail to ensure successful delivery of System Safety and Interoperability compliance to legislation and their own internal company standards.
  • Support the interface between the OOC project and the Client engagement with the AsBo and ApBo, SRPs, ORR and other external / independent assessors or regulatory bodies.
  • Strategise, plan and manage for complex challenges in the delivery of system safety and interoperability, including phased Entry into Service of station systems, multiple operators/end users and multiple SRP endorsement requirements.
  • Align the system safety, interoperability and system compatibility delivery with the Technical Assurance demands of the project.
  • Align system safety and interoperability delivery with demands of the project and available resources.
  • Manage the System Safety and Interoperability Team to successfully produce deliverables, given complex challenges of a major infrastructure project.
  • Accountable for the project Hazard Record, management plans, NTSN compliance matrices, safety status reports, etc.
  • Responsible for the collation of evidence of compliance to safety and interoperability requirements
  • Accountable for the assessment of change from a system safety perspective.
  • Working with project stakeholders to facilitate and ensure compliance the CSM-RA and the Railway Interoperability Regulations through active monitoring and audit.
  • Deliver system safety related training packages both internal and external to the company
  • Undertaking regular monitoring and inspection of project work packages to report on levels of confidence in delivery, technical compliance and identify lessons learned and opportunities for improvement
  • Lead Safety Requirement and project Hazard Reviews.
  • Facilitation of Hazard Identification, Hazard Review and Hazardous Operations Workshops
  • Promote effective Design Risk Management throughout the project team.
  • Provide Advice, guidance and leadership on issues involving CSM-RA, Interoperability, and technical compatibility as well as other regulatory requirements relating to the project delivery.
  • Accountability for key system safety and interoperability related documents including System Safety Plans, System Definitions, Hazard Records, HAZID Reports and Safety Justification documents.

Profile/Skills

  • Experience of Major Infrastructure project delivery across life-cycle stages.
  • Relevant Engineering Degree / Equivalent Industry Experience
  • Experience in the Engineering and Construction Industry.
  • Have an applied understanding in the successful application and management of CSM-RA and RIR in large-scale, multi-disciplinary project environment.
  • Good interpersonal skills - Effective communicator with the ability to work with and assist in the development of a growing Systems Team · Focus and drive for delivery - Able to manage and plan your own workload and the workload of a team effectively, given the demands of the project.
  • Able to foster high levels of co-operation and co-ordination between project teams, client teams and individual members
  • Experience in the facilitation of System Safety activities including training, workshops and meetings.
  • Experience in use and management of DOOR
  • Experience of Systems Engineering and associated applications beyond System Safety and Interoperability.
  • Experience in working with regulatory bodies such as the Office of Rail and Road
  • Able to carry out their duty on both Complex Multi-Disciplinary and Simple projects working alongside subcontractors, design consultants and external parties.
  • Chartered Status
  • An understanding of engineering and operational design within the railway environment and considerable experience in the Operation and maintenance of a rail system, its principles and standards.
  • Experience of general construction activities and methods as well as the CDM Regulations 2015
  • Knowledge of engineering design standards for the UK Rail Network and British and European Standards and how they are applied / obtained.
