THE EXTRAORDINARY STORY OF HAYLEA’S UNBEATABLE SPIRIT

Westminster City Council is a world of extraordinary stories. Where people use their optimism and talent to achieve more than anyone thought possible.

Nobody personifies this more than Haylea Navarro. Born with cerebral palsy and paralysed down one side since birth, Haylea has been gleefully proving people wrong ever since. Now a project officer, she brings faster broadband connectivity to Westminster businesses, boosting the economy for all. Throw in her gong at the 2020 London Apprenticeship Awards, and it’s clear for all to see just what can happen when you never give in.

The Role:

As a Health & Safety Associate Trainer, you can make your own powerful contribution to making Westminster a healthier, more inclusive place to work. You’ll play a key role in equipping staff at all levels with the knowledge and confidence to work safely, embedding a strong safety culture through engaging, high-quality training.

You’ll design, develop, and deliver a wide range of accredited and bespoke Health & Safety courses – from IOSH programmes and First Aid to Risk Assessment, Manual Handling, Lone Working, and more. Whether on-site, or online, your sessions will bring Health & Safety to life, helping colleagues understand their responsibilities and apply best practice in their day-to-day work.

Working closely with the Health & Safety Engagement Lead, you’ll review management systems, assess training needs, and ensure courses remain aligned with the latest legislation, standards, and council priorities. You’ll take ownership of training data and reporting, keeping accurate records, tracking compliance, and supporting continuous improvement through performance analysis and feedback. As well as support local managers and liaise with both People and Culture and HR to undertake these tasks locally.

You’ll also have the opportunity to innovate – developing new learning materials, updating courses to reflect changes in legislation, and exploring the use of digital and AI tools to enhance the learning experience. This is a hands-on, visible role where your expertise, creativity, and ability to inspire others will directly shape how Health & Safety knowledge is shared and applied across the organisation.

Please refer to the Job Description for more information.

About You:

In this role, you’ll bring both professional expertise and a genuine passion for helping others learn. You’ll have experience working as a Health & Safety professional within a large, complex organisation, with a solid understanding of how to deliver effective, engaging, and compliant training independently. Your background will include hands-on experience using a range of Health & Safety training tools and methods to deliver impactful learning experiences.

You’ll hold a Level 3 Award in Education and Training (or equivalent, such as PTLLS) and a NEBOSH Diploma or equivalent Level 6 qualification in Occupational Health & Safety. You’ll also demonstrate up-to-date Health & Safety knowledge, underpinned by an active CPD programme. Your understanding of relevant legislation – including the Health & Safety at Work Act 1974 and Management of Health & Safety at Work Regulations – will enable you to translate complex requirements into clear, practical training content.

You’ll be skilled in training needs analysis, data evaluation, and course design, with the ability to tailor your approach to suit different audiences and learning styles. Confident in using MS Office tools, particularly PowerPoint, and comfortable experimenting with AI-driven learning tools, you’ll know how to make learning engaging, modern, and accessible.

Strong communication skills – both written and spoken – will allow you to connect with colleagues across the organisation, whether in person or online. Last but by no means least, you’ll bring high ethical standards, integrity, and a commitment to ensuring that Health & Safety training is inclusive, relevant, and effective in building a safer workplace for everyone.
