Business Analyst
We're looking for a Finance Business Analyst for a public sector organisation, based in Nottingham, Ipswich, London, Newcastle, Manchester, Edinburgh, Exeter, Cardiff, Birmingham or Leeds (hybrid), on an initial contract running to October 2026, paying up to £500 per day (Inside IR35, Umbrella).
This is a hybrid role with an expectation to attend the office around 3 days a week. The successful Business Analyst will support a portfolio of business change initiatives spanning IT infrastructure improvements, service digitisation, policy-driven transformation and estates projects. A key focus is supporting the development of an emerging Unit Cost Framework and associated cost allocation methodology, connecting business activities and processes to their underlying cost drivers. You'll work closely with Finance, Operations, Data, Technology and business stakeholders to capture, analyse and translate requirements into data-driven solutions, while facilitating workshops and supporting testing, implementation and change activities. You will need proven experience working with the following: Business analysis - delivering complex business change initiativesRequirements gathering, analysis and translation into business and technology solutions
End-to-end process mapping, including As Is and To Be modelling using BPMN
Creating clear, auditable process documentation with full traceability
Finance and cost analysis, including unit cost frameworks and cost modelling
Cost attribution and allocation principles, linking processes to cost drivers
Producing operational metrics and performance analysis
Stakeholder engagement and workshop facilitation with senior stakeholders, SMEs and cross-functional teams
Public sector delivery and an understanding of government governance and compliance The following would be beneficial: Activity-based costing and cost allocation model development
Data-driven operational analysis
Policy-driven change programmes
Procurement and commercial requirements translation
SIAM or service integration environments
Functional testing, implementation and change management
