In-House Lawyer (Infected Blood Compensation Authority)
We are looking for two experienced In-House Lawyers to join the Infected Blood Compensation Authority legal team. You will work closely with the General Counsel and contribute directly to a new organisation with a clear and important mission. This role presents a unique opportunity to contribute to a new organisation with a clear mission: to make a real difference in the lives of victims. You'll serve as our internal lawyers, reporting directly to IBCA's General Counsel. This is an excellent and exciting chance for stretching development on a Government priority, with the opportunity to work on a number of pieces of interesting work, policy advice, litigation support, operational delivery, while working closely with the General Counsel, with line management opportunities.,
- Supporting IBCA's General Counsel to develop and maintain overall legal and litigation strategies for the organisation;
- Working with strategy and governance colleagues to develop and maintain policies for equalities analysis, safeguarding, data protection, managing risk and counter-fraud;
- Working with policy and operational colleagues to develop operational and decision-making guidance for claim managers;
- Advising and assisting cross-functional colleagues (including IBCA Claims Managers) on the Infected Blood Regulations;
- Leading operational legal support and providing advice to leadership on complex cases;
- Resolving claim-specific disputes and responding to external litigation against IBCA (judicial reviews and Tribunal appeals). The Infected Blood Compensation Authority (IBCA) is a new arm's-length body which is being set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal. IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right. We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments. Please note this is not a Cabinet Office Role. IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant. Any reference to the Civil Service and Cabinet Office in this advert will not be applicable, apart from the Civil Service Pension. Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA's work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
