About the role
At Charlotte Tilbury, we believe in creating a magical employee experience while operating with excellence, integrity and pace. Our People Operations team plays a critical role in supporting the full employee lifecycle, ensuring our people processes, governance, data and systems enable the business to scale globally while remaining compliant and efficient.
As our People Governance & Projects Manager, you will be a key member of the People Operations team, driving strong governance across all People processes while leading exciting projects that enhance organisational effectiveness. You’ll work closely with senior stakeholders, People Partners and operational teams to deliver polished, high-quality solutions that support our fast-moving, entrepreneurial culture.
This role also provides operational cover and support to the People Services Manager when required, ensuring continuity of service, decision-making and team leadership. You’ll bring structure, clarity and momentum to complex initiatives — whether that’s strengthening policy frameworks, improving audit readiness, delivering system enhancements or supporting transformational change across Team Tilbury.
As a People Governance & Projects Manager you will
- Continuously review and strengthen the People governance framework, ensuring policies, procedures, controls and documentation remain compliant, scalable and audit-ready in a high-growth environment.
- Own policy review cycles, supporting drafting, updates and clear communication across the business. Covering this at a multi-country level, across UK & EMEA.
- Monitor People-related risks, implementing mitigation plans and providing clear reporting to leadership.
- Lead internal audits and support external audits & reviews relating to People processes, data and compliance.
- Ensure high standards of people data accuracy, integrity and reporting across People systems.
- Support data governance activities, including GDPR compliance and the handling of sensitive data.
- Lead cross-functional People projects across new market launches, systems implementations, policy rollouts, organisational change and operational excellence initiatives.
- Build clear project plans, milestones, business cases and success measures to drive delivery.
- Engage stakeholders effectively to ensure projects land successfully and deliver tangible value.
- Track progress, manage risks and maintain momentum across multiple workstreams.
- Identify trends and recommend training, policy refinement or process improvements.
- Act as a trusted point of contact for governance and project-related queries across the organisation.
- Partner closely with People Business Partners, Legal, Finance, Payroll and external providers.
- Present clear, engaging updates through business cases, presentations and project briefs.
- Support the operational leadership of the People Operations team and provide cover for the People Services Manager as required, ensuring continuity of service delivery, escalation management and team support.
- Support the People Director as and when required.
About you
- Proven experience in HR, People Operations, governance, compliance or project-focused roles.
- Strong working knowledge of employment legislation and HR policy frameworks, ideally across EMEA.
- Demonstrated experience leading projects and managing multiple priorities in a fast-paced, high-growth environment.
- Highly analytical with strong reporting and data interpretation skills.
- Confident communicator with the ability to influence and engage stakeholders at all levels.
- Comfortable handling sensitive and confidential information with discretion and integrity.
- Highly organised, detail-oriented and solutions focused.
- Experience working with HR systems, data governance or reporting tools.
- Exposure to audit, risk management, change or continuous improvement environments.
- A collaborative, proactive mindset aligned with Charlotte Tilbury’s entrepreneurial and “Disrupt & Innovate” culture.
