Vaccination UK has been commissioned by NHS England since 2015 to provide school aged immunisations, including Influenza, to pupils across numerous counties across England and all boroughs of North London.

We are also commissioned by NHS England in North London to provide outbreak response in the event of a vaccine preventable disease outbreak, and we provide the infant BCG programme to newborns in North London.

JOB PURPOSE:

The Workforce Training & Compliance Manager is responsible for overseeing workforce compliance, training, and governance across Vaccination UK, ensuring regulatory, contractual, and organisational requirements are met and evidenced.

Working closely with HR, Recruitment, Clinical Leads, Operations, and Senior Management, the postholder will monitor compliance and training records, manage audits and risk actions, support inspection readiness, and provide assurance that compliance processes are applied consistently across the organisation.

The role will also lead the development and delivery of training and competency programmes, fostering a culture of compliance, continuous learning, and professional excellence to support the safe and effective delivery of services.

KEY Accountabilities:

• Monitor workforce compliance across the organisation, including DBS checks, references, professional registrations and regulatory requirements (e.g. NMC, GMC, HCPC and other relevant professional bodies), revalidation, immunisation records, one-to-one meetings, appraisals, mandatory training, and other statutory and organisational compliance requirements.

• Oversee onboarding compliance to ensure required workforce checks are completed and appropriately evidenced before staff commence employment or clinical duties.

• Monitor associated systems , ensuring compliance alerts are reviewed, actioned, escalated and accurately recorded.

• Maintain accurate compliance records , identifying and addressing missing, duplicate, inactive or inaccurate information.

• Undertake regular compliance audits and ensure identified gaps, risks and actions are appropriately managed and closed.

• Produce regular compliance reports and dashboards for Senior Management, highlighting compliance levels, outstanding actions, risks and areas requiring escalation.

• Oversee risk assessments and monitor completion, review dates and actions arising from identified risks.

• Provide compliance oversight of offices, premises and operational processes , ensuring appropriate compliance checks, records and actions are maintained.

• Monitor health and safety compliance , including appropriate oversight of RIDDOR and COSHH reporting, recording and follow-up processes.

• Identify and escalate compliance risks , ensuring overdue, high-risk or significant issues are brought to the attention of the appropriate manager or Senior Management.

• Maintain continuous inspection readiness , ensuring evidence can be quickly and accurately provided for CQC, commissioners, audits and other regulatory requests.

• Work collaboratively with Clinical Leads and operational managers to ensure compliance is appropriately managed and to reduce unnecessary administrative burden on clinical leadership.

• Support the development and review of compliance policies, procedures, risk assessments and processes , ensuring a consistent approach across Vaccination UK.

• Provide advice and guidance to managers regarding workforce, operational and regulatory compliance requirements.

• Monitor organisational learning and actions arising from incidents, audits, inspections and compliance reviews.

• Support continuous improvement of compliance systems, reporting and processes as Vaccination UK continues to grow.

• Maintain confidentiality and comply with data protection, information governance and Vaccination UK policies and procedures.

• Undertake other duties commensurate with the level of this position.

• Maintain oversight of insurance compliance , including policy records, certificates, renewal dates and escalation of any identified gaps or risks.

• Maintain oversight ISO, Own and oversee the organisation’s ISO 45001 Health & Safety Management System, acting as the internal owner to ensure it is effectively implemented, maintained, continuously improved and remains compliant with the standard, including readiness for internal and external audits.

• Support ESG initiatives, including maintaining relevant records, monitoring agreed actions and evidence, and supporting organisational improvements linked to environmental, social and governance objectives.

• Undertake other duties commensurate with the level of this position.

Workforce Training & Development

• Develop and maintain the organisation's training matrix , ensuring all mandatory, statutory, clinical and role-specific training requirements are defined, assigned, monitored and regularly reviewed.

• Monitor training compliance across the workforce, ensuring employees complete required training within prescribed timescales and escalating non-compliance where appropriate.

• Design, coordinate and facilitate training programmes to support onboarding, compliance, clinical competence, leadership development and organisational learning.

• Maintain oversight of learning management systems and training records , ensuring training data is accurate, complete and available for audit and inspection purposes.

• Partner with operational, clinical and departmental leaders to identify training needs and develop learning solutions that support business objectives and workforce capability.

• Evaluate training effectiveness and competence , using assessments, feedback, audits and performance data to identify areas for improvement.

• Support regulatory and contractual training requirements , ensuring staff maintain required competencies, certifications and professional standards.

• Develop and deliver compliance-focused learning interventions , including training related to safeguarding, information governance, health and safety, equality and diversity, infection prevention and other regulatory requirements.

• Monitor completion of induction programmes and ensure new starters successfully achieve required competency standards before undertaking independent duties.

• Produce regular training compliance reports and dashboards for Senior Management, highlighting training completion rates, overdue learning, competency risks and workforce development trends.

• Promote a culture of continuous learning and professional development across Vaccination UK.

Qualifications, Experience/Knowledge & Skills

• Degree level qualification or equivalent relevant experience in HR, workforce, compliance, governance or a related field.

• Relevant professional qualification in HR, compliance, governance, health and safety or audit desirable.

• Experience of managing organisational training and learning programmes.

• Experience of developing training matrices, competency frameworks and learning pathways.

• Experience of delivering training, workshops or learning interventions.

• Knowledge of learning management systems (LMS) and training compliance monitoring.

• Understanding of adult learning principles and workforce development practices.

• Experience within a healthcare, regulated or compliance-driven environment desirable.

Experience / Knowledge

• Relevant experience in workforce compliance, audit, risk or governance, preferably within healthcare.

• Experience of monitoring compliance, undertaking audits and producing reports.
