Today, we depend on Kate’s analytical powers to keep track of the condition of over 21,000 of our tenanted and leasehold homes – from roofs and windows to kitchens and bathrooms. Kate’s committed to achieving the Decent Homes Standard for all our tenants and a high standard for all our leaseholders. Her passion is numbers but, because she grew up in social housing, she also understands the human stories behind the data.
More than that she understands the disruption renewal work entails. So when an elderly resident’s family mentioned that their mother needed not just a new kitchen, but adaptations to her bathroom, Kate got right on to it. She co-ordinated with colleagues to assess the resident’s disability needs.
Kate’s worked hard to ensure our routine external and internal stock condition surveys pick up on repairs and health & safety issues at the same time. And, by recognising patterns in the data that’s gathered, she makes a vital contribution to forward planning for large-scale capital renewal works.
The Role:
As the Senior Programme Manager working in Housing and Commercial Partnerships you can make your own powerful contribution to Westminster’s success. We’ve established an ambitious programme of buying new homes for Temporary Accommodation, and have multi-year multimillion pound acquisition programme to help us achieve our goals. You’ll be working at the heart of the team, helping to shape, communicate, govern and co-ordinate delivery while ensuring we align closely with the council’s Fairer Westminster strategy and Fairer Housing plan.
Your key tasks will involve the onboarding and enabling the refurbishment of new homes, and the legal and financial compliance which ensures their productivity as good quality Temporary Accommodation. You’ll use a range of programme management tools and processes as you work to ensure all prospective homes are surveyed correctly, and capital works requirements and repairing obligations are understood and migrated into our systems. We’ll also expect you to see that properties are insured correctly and made ready for their new occupants in a timely manner.
This role will involve managing relationships with people who are in potentially vulnerable and challenging situations – with this in mind you’ll lead by example as you model and embed our values and behaviours, and help to develop our reputation as a successful council delivering great value for its residents. When it comes to using your leadership skills, you’ll be line managing a dedicated team, so we’ll expect you to inspire the creation of a professional and high performing culture, set targets and provide motivating support as you develop your colleagues’ knowledge and expertise.

About You:
With well developed experience of the housing sector and housing project management, you should have good knowledge of procurement and housing legislation, policy and processes, and a successful record of delivering complex projects. Ready to assess and manage any risks you identify, you’ll be capable of managing budgets, developing forecasts and reporting/governance systems, processes and documentation, and have proven experience of change management.
An inspirational and motivating leader, manager and mentor, your excellent social skills will allow you to develop positive partnerships and productive working relationships with senior managers, Members, communities and the organisations and agencies we work with. It’s also vital that you have a strong focus on delivery, the skills to prioritise and manage a number of different projects at the same time, and the ability to respond quickly to changing demands.
When it comes to formal credentials, we’ll look for a Project Manager qualification at Practitioner level or its equivalent, and evidence of continual professional, managerial and personal development. A confident user of IT, with a particular emphasis on Orchard, MRI and the MS Office suite of software, you’ll be a creative and strategic thinker with excellent analytical, mathematical and problem-solving skills. Capable of drawing broad insights from complex sets of data and technical information, you should also be ready to conduct and co-ordinate research into systems and process issues.
