About the Role

The London Borough of Barnet is seeking an experienced Compulsory Purchase Order (CPO) Lead to provide specialist land and property support to the Brent Cross Cricklewood Regeneration Programme.

This is a key role providing dedicated specialist resource across the programme, with responsibility for assurance, oversight and coordination of CPO workstreams, alongside wider land and property matters.

The successful candidate will bring strong experience in compulsory purchase, land and property, compensation and stakeholder management, together with the ability to coordinate external advisers and provide robust assurance, reporting and governance support within a major regeneration environment.

Key Responsibilities

Lead and coordinate Compulsory Purchase Order (CPO) workstreams across the programme.

Provide specialist oversight and assurance of CPO activity, ensuring key actions, risks and deliverables are effectively managed.

Support the settlement of outstanding compensation claims, including preparation for and management of potential references to the Upper Tribunal.

*

Provide advice and support on wider land and property matters associated with the regeneration programme.

*

Support and advise on property disposals, infrastructure leases, licences and other land interests.

*

Commission, manage and client commercial and property advice provided by Council services and external consultants.

*

Manage and coordinate external land, property and legal advisers, ensuring effective delivery against agreed requirements.

*

Provide land and property workstream assurance, reporting and governance input.

*

Identify, monitor and manage land and property-related risks and issues, escalating where appropriate.

*

Work collaboratively with internal Council teams, external advisers, stakeholders and programme colleagues.

*

Provide specialist input to programme reporting, decision-making and governance processes.

*

Respond flexibly to additional land and property requirements as the programme develops.

About You

We are looking for an experienced land and property professional with a strong track record in CPO delivery and compensation matters, ideally gained within major regeneration, infrastructure or public-sector programmes.

You will have:

Significant experience working on Compulsory Purchase Orders and associated compensation claims.

*

A strong understanding of land acquisition, compensation and property matters within complex development or regeneration programmes.

*

Experience dealing with or preparing for Upper Tribunal references would be highly desirable.

*

Experience managing external professional advisers and consultants.

*

Strong commercial and property knowledge, including leases, licences and disposals.

*

Excellent stakeholder management and communication skills.

*

Experience providing assurance, risk management, reporting and governance support.

*

The ability to operate confidently in a complex, high-profile programme environment.

*

Strong organisational skills and the ability to manage multiple workstreams and competing priorities.

Mandatory: Must have a UK Passport or a Full Right to Work in the UK
