Impact and Evaluation Manager

  • Our world-leading Time & Frequency department is seeking a Impact & Evaluation Manager with experience of consolidating and assuring benefits and evaluation evidence on complex, high-value programmes.

    This is an exceptional opportunity to join the global authority in precision timing at a defining moment for UK digital infrastructure.

    Backed by a government investment of £180 million in the National Timing Centre (NTC) programme , we are developing a world-first resilient time distribution capability that will provide industry with a robust complement to satellite systems (such as GPS) – which are increasingly vulnerable to disruption from solar storms, jamming and spoofing. This will underpin essential services, including:

    • Telecommunications,
    • Online banking,
    • Emergency response,
    • Transport networks, and
    • Wider digital and data-driven operations.

    Together, these services form the backbone of modern society - and your leadership will help ensure they remain secure, reliable and robust even if global navigation satellite systems fail.

    As a member of the NTC Programme Management Office, you will bring together benefits and monitoring & evaluation activity from across the programme into a single, coherent view. Working closely with the Impact and Evaluation Manager function, you will consolidate their outputs, keep them consistent and in proper order, and own the central tracking that lets the SRO and senior stakeholders see, with confidence, what the programme is actually delivering.

    This is a role where independence of thought and attention to rigour matter. You will assure and challenge benefits and evaluation evidence before it reaches decision-makers, and act as the point of coherence across activity that would otherwise sit in separate parts of the programme.

    Key Responsibilities

    • Consolidating benefits and monitoring & evaluation strategies and plans produced by the Benefits Lead and the M&E function into a single, coherent view for the programme
    • Owning the central tracking and reporting of benefits and evaluation evidence, ensuring it is consistent, well-ordered and ready for scrutiny
    • Quality assuring and challenging benefits and evaluation data before it reaches the SRO and senior stakeholders
    • Identifying risks and inconsistencies across benefits and evaluation activity, and directing action to resolve them
    • Maintaining the mechanisms by which benefits and outcomes are tracked, reported and evidenced throughout the programme lifecycle
    • Assuring the SRO that planned benefits are realistic, deliverable, and properly evidenced
    • Setting the standard for benefits and evaluation reporting across the programme, and holding contributors to it
    • Representing the programme's benefits and evaluation position in engagement with sponsoring departments and government stakeholders
  • About You

  • To be successful in this role, you will have the following skills and experience:

    • Experience of consolidating and assuring benefits and evaluation evidence on complex, high-value programmes, ideally within a government or major infrastructure setting.
    • Strong analytical rigour with the authority to challenge contributors and senior stakeholders alike
    • Track record of turning activity from separate teams into a single, credible picture that stands up to real scrutiny.

    We actively recruit citizens of all backgrounds, but the nature of our work in specific departments means that nationality, residency and security requirements can be more tightly defined than others. You will be asked about this throughout the recruitment process. To work at NPL, you will need to obtain BPSS security clearance.

    However, to work in this role in the Time and Frequency department, you will need to have an SC clearance with no restrictions, or you must have the ability to obtain an SC clearance.
