Role Summary:
We are seeking an experienced Safeguarding Manager to oversee and challenge the effectiveness of our client fund safeguarding framework — ensuring compliance with the Payment Services Regulations (PSRs), Electronic Money Regulations (EMRs), and the FCA’s Customer Assets Sourcebook (CASS). This is a critical role within our financial governance structure, responsible for ensuring that customer funds are fully protected and that our safeguarding processes remain compliant, transparent, and robust. Reporting directly to the CFO or Head of Compliance, you will act as an independent assurance function — reviewing and testing the safeguarding and reconciliation activities performed by the Head of Treasury Operations and their team. You will also play a key role in ensuring the organisation is ready for the new FCA safeguarding regulations expected in 2026, leading the evolution of our policies, documentation, and control environment.

Working hours: 37.5 per week
Working Location: London (Hybrid)
Salary: £80,000 per annum
Key Responsibilities:
Safeguarding Oversight & Regulatory Compliance
- Oversee the Group’s safeguarding framework, ensuring alignment with PSRs, EMRs, and FCA expectations.
- Review and test the safeguarding reconciliations and processes performed by the Treasury Operations team, providing independent assurance of accuracy and compliance.
- Ensure continued compliance with CASS principles, including segregation, recordkeeping, and client money protection.
- Drive policy and process readiness for the 2026 safeguarding regulatory changes, ensuring early adoption and robust implementation.
- Maintain and update safeguarding policies, attestations, and governance documentation.
Controls, Risk & Governance
- Evaluate the design and effectiveness of safeguarding controls, identifying gaps or improvement opportunities.
- Conduct periodic reviews and sample testing of reconciliations, variance investigations, and safeguarding account designations.
- Oversee safeguarding bank relationships and ensure that account structures meet regulatory standards.
- Work with Compliance and Risk to maintain a strong control environment and manage safeguarding-related incidents or escalations.
- Support internal awareness and training on safeguarding responsibilities across Finance and Operations.
Reporting & Audit
- Provide clear and accurate reporting to the CFO, Head of Compliance, and Board on safeguarding effectiveness.
- Act as the primary contact for auditors and regulators during safeguarding or CASS reviews.
- Support the preparation of board-level and FCA reports, including safeguarding attestations.
About you:
- Qualified accountant (ACA, ACCA, or equivalent) or experienced financial operations professional.
- Proven experience in payments, e-money, or fintech, with responsibility for safeguarding, client money, or financial control.
- Deep understanding of FCA safeguarding rules, CASS standards, and forthcoming 2026 safeguarding reforms.
- Strong grasp of financial control frameworks, reconciliation processes, and regulatory assurance testing.
- Excellent communication and stakeholder-management skills, with the confidence to challenge and influence senior colleagues.
- Analytical, detail-oriented, and proactive in identifying control weaknesses or regulatory risks.
