Not your average role…. We are seeking an experienced and proactive HSQE Manager to join our Property Services team. This is a pivotal role, responsible for ensuring the highest standards of health, safety, quality, and environmental compliance across our stations, depots, and property assets. You will champion a positive safety culture, drive continuous improvement, and support the competence and development of both internal teams and external contractors. Key Responsibilities: * Develop and maintain HSQE standards, policies, and procedures for Property Services, ensuring compliance with legislation, industry standards, and ScotRail’s Safety Management System. * Lead audits, inspections, and risk assessments to ensure safe working practices and regulatory compliance. * Provide expert advice on site-specific health & safety matters, including incident and accident management. * Oversee contractor and supplier HSQE performance, including onboarding, training, and regular reviews. * Design and deliver HSQE training programmes, safety briefings, and toolbox talks. * Analyse HSQE data, report performance to management, and lead improvement initiatives. * Foster a culture of openness, learning, and shared accountability for HSQE performance across ScotRail and with industry partners. What you bring …. Essential: * NEBOSH Diploma in Occupational Health & Safety (or equivalent Level 6+ qualification). * Chartered or Graduate Member of IOSH (CMIOSH/GradIOSH). * Proven experience managing and auditing ISO 45001, ISO 14001, and ISO 9001 systems. * Demonstrable track record in HSQE management within rail, infrastructure, or high-risk construction environments. * Strong working knowledge of UK Health & Safety legislation, CDM Regulations 2015, and environmental compliance. * Qualified lead or internal auditor for one or more ISO standards (45001/14001/9001). * Skilled in risk assessment, root cause analysis, and incident investigation. * Experience designing and delivering HSQE training and assessing contractor competence. * Excellent communication, stakeholder engagement, and influencing skills. * Willingness to travel regularly across Scotland. Desirable: * Awareness of statutory PPM legislation (e.g. LOLER, Legionella, Electrical inspection). * Familiarity with digital HSQE/asset management systems. * Experience applying Network Rail standards or RISQS requirements. * Membership of IEMA or equivalent environmental qualification. * Knowledge of carbon reduction, sustainability, and behavioural safety programmes. * Background in engineering, facilities management, or construction. This role works Monday – Friday, 35 hours per week, and is based in Atrium Court. Salary £60k - £65k per annum depending on experience.
