Housing Services Programme Manager

A reputable London Housing Provider is seeking an experienced Housing Services Programme Manager to join its Housing Service on a long term interim basis. Working closely with the Director of Housing, Assistant Directors and senior Housing management team , you will play a key role in coordinating and delivering a portfolio of strategic programmes, service improvements and departmental priorities across Housing and Homelessness.

Location: London
Day Rate: GBP300–GBP350 per day Inside IR35
Working Pattern: 4 days per week in the office / 1 day working from home
Contract: Temporary Ongoing
Sector: Local Government / Housing

This is a high–profile role requiring an experienced programme professional who can operate confidently at senior management level, manage complex programmes and provide high–quality insight, reporting and delivery support within a busy local authority environment.

The successful candidate will work across areas including Housing Management, Repairs, Compliance, Homelessness, Service Improvement and Housing Transformation .

Key Responsibilities
  • Act as Programme Manager for the Director of Housing and Housing Department Management Team.
  • Oversee and coordinate strategic programmes and departmental priorities across Housing and Homelessness.
  • Support the Director of Housing and senior management team in developing and implementing departmental priorities.
  • Develop and maintain robust programme plans, milestones, governance arrangements and delivery mechanisms.
  • Provide high–quality information, analysis, insight and strategic support to senior Housing leaders.
  • Prepare and oversee reports, briefings, presentations and correspondence for senior officers and stakeholders.
  • Monitor programme performance, identifying areas of under–performance, risks, issues and potential delays.
  • Manage programme risks , issues, dependencies and actions through appropriate governance arrangements.
  • Develop and maintain strong working relationships across Housing, Economy and wider Council services.
  • Work with corporate and departmental specialists on business planning, procurement, tenders, contracts and service improvement.
  • Support budget oversight, resource planning and delivery monitoring across programmes.
  • Attend and represent the Director of Housing and senior officers at meetings, working groups, panels and other forums where required.
  • Liaise effectively with senior officers, Councillors, Cabinet Members, partners and external stakeholders.
  • Support effective communication and coordination of major Housing–related issues and priorities.
  • Challenge existing approaches to programme and change management and promote effective programme management practice.
  • Provide leadership, coaching and support to officers involved in programme and project delivery.
The successful candidate will contribute to and/or lead a number of significant Housing Service workstreams, including:
  • Regulatory inspection preparation and associated improvement activity.
  • Housing Ombudsman Action Plan delivery.
  • Tenant Satisfaction Measures (TSM) improvement and data collection.
  • Housing and Homelessness Service structural change and transformation.
  • Housing Taskforce delivery.
  • Internal communications improvement across Housing.
  • Homelessness Action Plans and associated delivery programmes.
  • Wider Housing Service improvement, transformation and performance initiatives.
  • Additional strategic projects and priorities as directed by the Director of Housing and senior management team.
The successful candidate will have:
  • MSP Practitioner qualification or demonstrable equivalent programme management experience.
  • A degree or equivalent professional qualification.
  • Significant experience managing complex projects and programmes using recognised methodologies such as MSP and PRINCE2 .
  • A proven track record of delivering programmes of significant scale, scope and complexity.
  • Experience developing and securing agreement for complex business cases and investment proposals.
  • Experience delivering programmes that have generated significant operational, financial or service improvements.
  • Experience of managing organisational or people change programmes.
