Service Manager – Safeguarding and Reviewing Team PO12
The role provides an opportunity for an experienced manager to lead our Safeguarding and Reviewing Team within our Safeguarding and Quality Assurance Service. You will oversee Child Protection Conferences, Looked After Reviews, the Local Authority Designated Officer, and Children’s Rights Service. You will act as a strategic lead for missing children, chair our Multi-Agency Child Exploitation group and provide strategic oversight of children experiencing extra-familial harm. You will have considerable management experience, strong knowledge of research, evidence based approaches, legislation and guidance and a sound grasp of finances and budget management. Dynamic, innovative, committed and passionate, you’ll bring a comprehensive knowledge and skill-base to the challenge of supporting work with vulnerable children and families.
A degree level qualification including a certified and current qualification in social work with evidence of continued professional development is an essential requirement for the role, alongside a registration with Social Work England. An enhanced DBS check is required.
MAIN AREAS OF RESPONSIBILITY:
The post holder will have lead responsibility and accountability for the following:-
To provide effective leadership and management of people and resources within designated projects.
To be responsible for ensuring that all activity within the service is conducted within legislative, statutory, Council and Directorate policies, procedures, best practice guidance and directives.
To be responsible for ensuring that all social work and clinical activity is conducted within relevant statutory and clinical guidelines based on current evidence base and governance.
To be responsible for all activity within the designated projects being of the highest professional standards.
To lead on the mitigation of any risks to children, families, staff or the Council.
To collaborate closely and effectively with members of the senior management team, across service areas, departments, with partners, external agencies and government bodies on behalf of the Council.
To deputise in full for the Head of Service as directed and as required.
To take a lead in implementing, monitoring and reviewing effective performance management strategies and arrangements to ensure the highest quality services to children and families are achieved, maintained and assured.
QUALIFICATIONS
A degree level education, including a certified and current qualification in social work, with evidence of continued professional development.
EXPERIENCE
Significant and demonstrable social work practice experience with children and families.
Extensive management experience within the social care sector, including significant experience in a leadership role.
Significant experience of multi-disciplinary working, demonstrating evidence of successful partnership endeavours leading to better outcomes for children or young people.
Experience of achieving excellence in service delivery.
Experience of successful management of change leading to improvement in service delivery.
Experience of the development, implementation and maintenance of effective systems and business processes.
KNOWLEDGE SKILLS AND ABILITIES
Knowledge and understanding of the application of systems theory to the management task.
Understanding of national and local initiatives in social care and how these impact on local authorities.
Knowledge and understanding of the political framework of local government and the key elements relating to children’s services.
Ability to assimilate and present complex information in a range of accessible formats and to a range of audiences.
Ability to communicate effectively, modelling a high professional standard.
Ability to use motivational and creative approaches to shape ideas and inform service delivery across the Council.
Ability to lead, motivate, influence and mobilise staff.
Ability to communicate with confidence, passion and authority.
Ability to develop professional networks and to gather information and intelligence from a variety of sources.
Ability to work on own initiative and under pressure to tight and conflicting deadlines.
Ability to model a culture of high performance and continuous learning, placing the highest duty to children at the centre of decision making at all times.
